HEALTH DEPARTMENT REPORT FOR JULY, 2008

ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the Township as a result of complaints, or scheduled survey and these premises were found to have either trash, weeds, or abandoned vehicles as the problem. These and other miscellaneous complaints were corrected or are in the process of correction through personal contact or letter notification.

On July 1, 2008; A Court Hearing for Eric Augustine from 3604 Darby Road about leaving a large accumulation of trash at the entrance to his property and then selling the property and leaving the mess for the new owners of the property. Nasty man and he was found guilty.

On July 2, 2008; Investigating several complaints at 24th and Highland Avenue, 918 Roberts Valley Road, 3509-3511 Union Deposit Road and 27th and Locust Lane. Violation letters were sent out to the proper owners of the properties. Assisting with the investigation was David Dyer.

On July 7, 2008; A Yard Inspection at 3820 Kingsley Drive concerning a tree in the backyard which is extending from one property over unto another. The resident was advised that this a matter between two neighbors or a civil matter.

On July 7, 2008; A Dog Bite occurred at 2009 Rock Fall Road while a lady who works in the area was walking on her lunch break and the dog came off of the property and bite her. The dog was vaccinated and a home quarantine occurred. However, no health certificate was provided at the end of the quarantine and a citation was issued.

On July 8, 2008; A Housing Code Inspection occurred at 3547 North 6th Street and various violations were noted and a violation letter was sent out. A re-inspection will occur in late August or early September.

On July 9, 2008; A Yard inspection occurred at 1016 Eric Drive about the neighbor’s yard and what were violations and what were not. Also a complaint was made about another neighbor on brush. Violation letters were sent out and both have been corrected.

On July 9, 2008; A Meeting was held with the residents of the Belle Vance Development about what is happening to the propertie4s within the development and how to go out about solving the problems.

On July 10, 2008; Another Yard Inspection was done at 3507 and 3509 Union Deposit Road to check on the status of the property. The property was placarded as Unfit for Human Habitation. A citation was filed for excessive salvage goods on the property. They are required to submit to me by Friday, August 8, 2008 their intentions for demolition with this property or a citation will be issued for non-compliance.

On July 10, 2008; A Meeting with Pam Winters, Manager of the Susquehanna Township Sewer Authority about 124 Fort Hunter Road concerning the on lot septic system and how to proceed with the problem of a mal functioning system.

On July 11, 2008; A re-inspection at 1010 Wilhelm Road to check on the accumulation of brush in the backyard and an extension was given. The person is elderly and needs assistance in removal of the items. A re-inspection will occur in August.

On July 14, 2008; A Meeting with Ted Russ about a trash exemption for the property located at 2207 Walnut Street. A meeting also occurred with Pam Winters from the Susquehanna Township Sewer Authority and Gary Myers, Manager about this situation.

On July 14, 2008; A Meeting with Pam Winters, Manager of the Susquehanna Township Sewer Authority about the on going problems with the on lot system at 124 Fort Hunter Road.

On July 14, 2008; A Re-Inspection and housing code inspection at 2305 Canby Street to check the status of the car and still no plate on the car. The inspection is still 12/07. A hearing is scheduled for July 18, 2008 with DJ Shugars office.

On July 15, 2008; A Yard Inspection at 3621 North 6th Street and a tremendous amount of salvage goods and trash was removed from the property. A re-inspection will occur in September.

On July 15, 2008; A Meeting with the next door neighbor at 3619 North 6th Street about the property and what the township rules are on property maintenance.

On July 15, 2008; A Housing Code Inspection occurred at The Pines Apartments. The Units in question were B-7, B-8 and D-15. It was an extensive housing code for the violations in all three units lasting 3 hours. B-8 had left for the summer and the electric was turned off and spoiled food throughout the unit and the unit next door was experiencing a very very foul odor. Everything was corrected within 24 hours and cleaned and sanitized. D-15 had a problem with mice because of leaving food debris throughout the apartment and the residents had to be instructed on what they can and cannot do.

On July 16, 2008; A Re-Inspection of the mobile home at 3590 Mobile Road. All of the violations were corrected. The mobile home was then removed from the Progress Mobile Home Park.

On July 17, 2008; Lynn Roche attended the quarterly CASA meeting.

On July 18, 2008; A Yard Inspection was done at 1012 Eric Drive to discuss the violations that were sent and all of the violations had been corrected. The case is now closed.

On July 18, 2008; A Court Hearing for Josephine Knoll at 2305 Canby Street about the illegal storage of a vehicle at the property. She was told to have the car removed by Monday, July 21, 2008 or she would be found guilty. The car was removed by Monday, July 21, 2008 and the citation was dismissed.

On July 21, 2008; An Onsite Inspection at 3680 North 4th Street with Dog Wardens, Kristen Reed and Supervisor Diane Buhl, Sgt. Jeff Vargo and Patrolman Ross Pelusi assisting with the investigation. The property was housing 24 dogs This was a 4 hour investigation. A repeat inspection to see if she is complying will occur on Tuesday, August 5, 2008.

On July 22, 2008; A Meeting with Gary Myers, Manager and Pam Winters, Manager of the Susquehanna Township Sewer Authority again about 124 Fort Hunter Road. There was also a meeting with the owner of the property, David England, about what would be required to ensure that the on site sewage system would be maintained and not continue to go into the tributary behind the apartment building. He was handed a letter to know what he needed to do to stay in compliance.

On July 22, 2008; An Onsite Inspection at 3709, 3711 and 3713 Union Deposit Road and to check on the status and discuss the problems with these properties with Sandy Nevius. This property will continue to be monitored.

On July 23, 2008; A Re-Inspection at 3422 Schoolhouse Lane and the living room looks really good but the dining room was starting to see clutter again. No change in other parts of the house. If no more additional changes occur on the next inspection; then additional citations will be issued.

On July 24, 2008; A Pennboc meeting was attended at the Lower Allen Municipal Building and Lynn Roche attended the meeting with Albert Wrightstone, Jr., Building Inspector.

On July 28, 2008; A Inspection occurred at 1204 Laurelwood Drive with Officer Ferricano responding to a snake seen by the resident in her backyard. A black snake was seen and the elderly resident was concerned. We advised her how to proceed should she see the snake again. No snake was seen and no action was taken.

On July 28, 2008; A Yard Inspection occurred at 1216 Roberts Valley Road with Zoning Officer, Michael Rohrer assisting. Numerous violations were noted for storage of motor vehicles and auto parts all over the place. A violation letter has gone out for the violations.

On July 29, 2008; A Re-Inspection occurred at 3803 Locust Lane and all of the violations have been corrected. The case is now closed.

On July 30, 3008; A Re-Inspection occurred at 2305 Canby Street and fruit flies were found to be present. A re-inspection will occur on Wednesday, August 13, 2008. Albert Wrightstone, Jr. assisted with the housing and yard re-inspection.

On July 30, 3008; A Meeting occurred in Pam Winter’s office of the Susquehanna Township Sewer Authority, Justin Medinsky from HRG, and Bob Whitmore an independent SEO. This was conference call and it was done about the property at 124 Fort Hunter Road. New changes were discussed on how the owners of the property would be able to control the on site septic system until the area is connected to the Susquehanna Township Sewer Authority which will occur in late 2009.

On July 30, 2008; A Housing Code Inspection occurred at 1900 North 26th Street at the request of the police. Present at the time of the housing code inspection was Lynn Roche, Health Officer, Lt. Pastucka, AJ Sonoma, Chief Rob Martin, Patrolman Brian Jackson and Detective Michael Mull. The property was placarded as Unfit for Human Habitation for the basement. The residents on the top of the home were allowed to stay because the conditions were good. A re-inspection of the property is scheduled for Wednesday, August 6 to see how things are progressing with the clean-up.

On July 30, 2008; A Yard Inspection was done at 501 Parkway Road and a meeting with the owners of the property. A re-inspection of the property will be done on Friday, August 8, 2008 to see the progress.

On July 30, 2008; A Meeting with Joe Berlin about the moving of the Restaurant, Bagel Lovers from Oakhurst Shopping Center over to Brandywine Shopping Center.

On July 31, 2008; A Yard Inspection occurred at 2053 Chevy Chase with George Drees, Fire Marshall and Lou Woolever who is the next door neighbor about the conditions of the property.

On July 31, 2008; A Re-Inspection at 420 Alta Vista to make sure that the tree was removed. The tree was removed and the case is now closed.

On July 31, 2008; A Re-Inspection occurred at 500 Clinton Road to check on the removal of vegetation which was going over to 502 Clinton Road. All of the violations were corrected and the case is now closed.
